The Center for Health Policies and Studies (PAS Center) has received financing from the World Bank toward the cost of the Preventing Hepatitis B and C in Moldova Project, and intends to apply part of the proceeds for consultant services, to be provided during the period February 2010– June 2010. The services aim at strengthening monitoring and evaluation (M&E) of Voluntary Counselling and Testing (VCT) services and include:
National Consultant for development of the national VCT database.
The national consultant will be responsible for implementing the following activities:
1. To develop the national VCT database for VCT services;
2. To install and test the national VCT database (at the central level and in each of VCT centers);
3. To develop the user’s manual;
4. To train the users of VCT database.

The following qualifications and skills are required:
1. University degree in information technology / computer science;
2. At least 5 years of working experience in programming, developing and maintaining computerized management systems and databases;
3. Experience in information technology management in health or social sector is an asset;
4. Proficiency in Romanian, Russian; good working knowledge of English.
The PAS Center now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).
The consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
