The Republic of Moldova has received financing from the Global Fund to Fight AIDS, Tuberculosis and Malaria toward the cost of implementation of the HIV/AIDS/STI Project, and intends to apply part of the proceeds for consultant services for IT specialist for HIV/AIDS/STI Project.
The main objective of the individual consultant to be contracted is to provide consulting services in IT soft and hard issues to ensure timely implementation of the HIV/AIDS/STI Project and compliance with the Project documents and the Moldovan legislation.
The Public Institution “Coordination Implementation and Monitoring Unit of the Health System Restructuring Project” now invites eligible individual consultants to indicate their interest in providing the services (submit CVs). Interested Consultants must provide information indicating that they are qualified to perform the services (diploma(s), description of similar assignments, experience in similar conditions, CV, etc.). This Call for Expression of Interest will lead to the preparation of a Short List of consultants for this position. For evaluation of the candidates for the mentioned assignments the following criteria will be applied:
· Demonstrated knowledge and academic credentials in the field of IT especially in data base management SCBD “Microsoft SQL server” (25 points);
· Experience in Web programming (access to databases through WEB interfaces) (25 points);
· Demonstrated knowledge of Microsoft Windows, including Windows Server operating systems(15 points);
· Demonstrated knowledge of Microsoft Office Applications, especially Microsoft Excel(15
points);
· Experience in creating and implementing health informational systems and elaboration of the
documentation for the system would be an asset (10 points);
· Proficiency in Romanian, Russian and technical level of English (10 points).
The estimated period for the implementation of the assignment is from March 05, 2013 to December 31, 2013.
